High Seas Boarding and Inspections (HSBI) launched on 1st April 2019

    Pursuant to the High Seas Boarding and Inspections (HSBI) Implementation Plan, CMM 2017-09 and upon completion of all requirements, NPFC has officially launched HSBI operations on 1st April 2019.

    Recognizing the importance of HSBI as an effective tool for enforcing the NPFC-adopted Conservation and Management Measures, Members and their personnel are encouraged to work through the Small Working Group Operations Enforcement (SWG OE) to monitor the implementation of these activities in the NPFC Convention Area.

    On 12th February 2019, Executive Secretary Dr. Dae-Yeon Moon paid a visit to the Fisheries Agency of Japan to present the HSBI flag and pennant to Mr. Takashi Koya, Japan's Head of Delegation. Japan is the first NPFC Member to complete all the requirements needed in order to commence high seas boarding and inspections (HSBI) activities from April.

    On 26th February 2019, Vice Admiral Linda L. Fagan of the United States Coastguard visited the Secretariat and received the flag and pennant from Dr. Dae-Yeon Moon.

    On 11th July 2019, Dr. Robert Day, Chair of the NPFC Technical and Compliance Committee (TCC) presented the HSBI flag and pennant to the representative of the Russian Coast Guard Mr. Alexey Safronov during the opening of the 4th TCC Meeting in Tokyo, Japan.
