Compliance

     

    The NPFC has a Technical and Compliance Committee (TCC) to address compliance matters.  The key functions of TCC, as described in the Convention Article 11, paragraph 1 are:

    (a) monitor and review compliance with conservation and management measures adopted by the Commission and make recommendations to the Commission as may be necessary; and

    (b) review the implementation of cooperative measures for monitoring, control, surveillance and enforcement adopted by the Commission and make recommendations to the Commission as may be necessary.

     

    Paragraph 4 of Article 11 provides further detail on the functions of the TCC, which may also be found in the Terms of Reference for the Technical and Compliance Committee (NPFC).

     

    The work of the TCC is supported by two small working groups (SWGs). These are the:

    1. SWG on Planning and Development (SWG -PD); and

    2. SWG on Operations (SWG - Ops)

    These SWGs meet regularly to move priority compliance issues forward intersessionally and bring forward proposals at the TCC meeting to improve the operations of the NPFC compliance program.
