NPFC STAFF REGULATIONS – PROPOSAL REGARDING PROFESSIONAL (P) and DIRECTOR (D) LEVEL PAY

This Working Paper provides an update on the implementation of Staff Regulation 5.1 (salary for Professional Staff and is excerpted below). A proposal, reflected in the budget document NPFC-2025-FAC07-WP01, is designed to implement this regulation in face of the current low value of the Japanese yen (JPY) compared to the United States dollar (USD). The continued use of the fixed exchange rate of 124.36 JPY/USD set by COM03 in 2017 leads to the loss in the purchasing power of the Professional Staff and disadvantages them compared to NPFC invited experts and international contractors who are paid in USD at the prevailing bank exchange rate.
 

REGULATION 5
SALARIES AND OTHER REMUNERATION
5.1 The scale of salaries for staff members in the professional category shall be established by the Commission, taking into account the scales of salaries which would apply to officials of the United Nations Secretariat employed in Japan as well as the salaries of government officials working in Japan. Such salaries shall be paid in Japanese Yen.
