High Seas Boarding and Inspection Implementation Plan

This document is an ongoing initiative under SWG AC and is intended to establish the operational components and processes for the implementation of CMM 2017-09 High Seas Boarding and Inspection.  The draft document builds upon the WCPFC high seas boarding and inspection procedures with a few additional features to accommodate the uniqueness of NPFC fisheries.  It is envisioned that this approach will support compliance with CMM 2017-09 as well as minimize confusion for fishers and inspectors regarding the general processes for high seas boarding and inspection operations in overlapping areas of jurisdiction.

The procedures are incomplete however, it is anticipated that the SWG will place a priority on reaching agreement on these procedures prior to September 2018 for intersessional adoption before the end of October.
